Building & Planning Department COVID-19 Adaptations

The Association and its Building & Planning Department are providing members essential services during restrictions caused by the COVID-19 pandemic. While the Association office is closed as a result of the Governor's Stay Home Mandate, Building & Planning staff are continuing work remotely. Please be aware that projects and their timelines are subject to change and are likely to be affected by the pandemic restrictions and work modifications. Please follow the adapted processes outlined below, and contact staff with questions.


  • Staff is reviewing and preparing submitted applications, which will be heard at future Art Jury meetings.
  • Future Art Jury meetings may be scheduled via video conference. Please be notified that some projects of considerable size or complexity may not be well-suited to a virtual meeting and may be postponed to a future date.  


  • New applications and resubmittals are accepted in accordance with the existing 2020 Submittal Schedule, however dates are subject to change. Projects will be accepted and held in queue according to when they were submitted.
  • Please submit new applications by following these steps:
    • Access online application and complete PDF digitally or by hand.
    • Email application to
    • Send digital plans via email with application or via mail on USB drive to address below.
    • Provide eight (8) hard copy plans. Plans may be delivered to the Building & Planning Department bin at front door of the Association office only between the hours of 8:00 am and 12:00 pm Monday through Friday.
    • Pay fees via mail. Please see the Schedule of Fees and Deposits for details and make checks payable to RSF Association. For confirmation of fees, please email Applications with checks postmarked by the application deadline will be accepted, however timelines are subject to change.
      • Please Note: Deposits are no longer required at time of submittal; rather, they will be collected once the project has been approved.
    • Pre-Application meetings may be conducted with staff via video conference. To schedule a virtual meeting, email with contact information, address and proposed scope of project.


  • Issued application approvals and Building Permits that are scheduled to expire in February 2020, March 2020, April 2020 and May 2020 will be issued an extension following a written request sent to
