The Art Jury DEFERRED the Final Application with the following comments:
- Please create a Final Application plan package that includes complete architectural detailing that creates a project that is a good example of the chosen design type. Integrate visually interesting architectural details (that are consistent with the project’s appearance) that will set this project apart from other homes of a similar design type. These details must be fully integrated into the design as a whole and not placed in a random manner. The requested architectural details do not need to be eye-catching; subtle details are encouraged, but the detailing must support the design of the project.
- There are several details that are unclear or inappropriate for the design type, including but not limited to:
- Eliminate the perspective sketch on the cover sheet, Page A-1. The sketch is not reflective of the plans shown on the other pages of the plan set.
- Revise the patio roof over the rear, great-room patio to eliminate the stone other than at the columns. The design contains narrow, vertical bands of rock under the patio roof. These bands of rock are not a convincing use of stone because they contain no visual support; with traditional stone construction such long beds of unsupported stone would be impossible.
- Show details of the stonework over the arches at the front entry hall. As with the stonework mentioned in comment #2b above, the stonework has no visual support. To have a convincing appearance the rock must be laid in a way to simulate structural arches.
- The north face of the great room must have rock to be compatible with the balance of the great room structure.
- Include manufacturer’s cut sheets of the garage door.
- Please provide a manufacturer’s cut sheet (including a photograph) of the “Tile Vents” shown in detail10 / D-2.
- Use a minimum 2”x12” garage door header (Detail 8 & 9 / D-2) to be consistent with the proportions shown on the architectural elevations.
- Create construction details for the six vents in the sides of the barn clerestory. Do not use brick surrounds except at the sills to be consistent with building openings on the other proposed structures.

Any existing vegetation not shown and approved on the plans as “to be removed” shall be considered “Critical View” landscaping as defined in that regulation. - Submit a detailed and dimensioned elevation of the gate prior to issuance of any permits.

The Art Jury DEFERRED the Final Application with the following comments:
- Submit a sample of real stone rather than the manufactured stone.
- Reduce the amount of paving for the turnaround to no more than is required by the Fire Department. The Fire Department allows different configurations of hammerheads.
- Submit a Fire Department stamped landscape plan with the hammerhead on it.
- Please show the retaining wall heights every ten feet for the wall adjacent to the new concrete apron.

- Plans still show insufficient room between the property line and the garages for screening. Please revise the project to provide a minimum 20’ planter between the garage turnaround and the property line.
- Clarify floor area (plans and application form differ). NOTE: Inconsistent plans/application form data may cause continuance of the application for clarification.
- Submit another Workshop Application.

Final Application: Fencing, Entry Gate/Pilasters, Landscape
The Art Jury DEFERRED the Final Application with the following comments:
- Please be advised that currently horsekeeping is not allowed on this parcel. Horses may not be kept on any property without an Association approved Animal Keeping permit.
- The Art Jury noted this parcel has a restricted Use Class “G” designation which allows only sand mining. A Covenant modification would be required for animal keeping on this parcel. Only properties with a Use Class “A” or “L” are allowed animal keeping permits.
- Fencing along Via de Santa Fe shall be located 20 feet inside the property line or at the bottom of the existing swale. The Art Jury requires this separation to allow substantial landscaping for screening of the fence from off-site views. Revise the design with the new location and landscaping for screening.
- Submit a dimensioned detail for all proposed fence types.

The Art Jury APPROVED the Final Application subject to the following conditions:
- Landscaping is required to screen the project from off-site. If for any reason the final, approved landscape installation does not meet this objective, the Association may require additional plantings, pursuant to Regulatory Code Section 42.0302. Any existing vegetation not shown and approved on the plans as “to be removed” shall be considered “Critical View” landscaping as defined in that regulation. - As a design suggestion, please reduce the width of the corbels on top of the wood columns to be in proportion with those corbels.
The Art Jury DEFERRED the landscape plan for staff review and approval:
- The Art Jury is not in favor of the proposed access road in the front yard. Please submit a revised design for this area without the access road prior to issuance of any permits.

- Please increase the height of the end elements to provide more differentiation in height between these elements and the center of the building (please contact staff for clarification).
- Exposed retaining wall materials shall be shown (use a decorative wall material in keeping with the house design).
- A more aesthetically pleasing alternate to the concrete brow ditch shall be used.
- Consider expanding the colonnade in front of the “great room” and “kitchen” to a useable depth. Please consider revising the pool to better fit the proposed courtyard. Note: This element could provide a focal point to this part of the house.
- Clarify grades and retaining walls along the east elevation of the building.
- Architectural, landscape and grading plans shall correspond.
- Submit material samples for paving areas.

The Art Jury DEFERRED the Preliminary Application. The application is incomplete. Please submit the following:
- Please show all phases on plans.
- Please provide landscaping concepts for the horse-keeping facilities (and the entire area of “phase 2”). Note: Pasture areas will remove large areas of screen landscaping. Please show how the house and horse-keeping areas will be screened after adding landscaping.
- Please show conceptual grading clearly on plans. Provide the information required by Section 41.11 of the Rancho Santa Fe Regulatory Code. Provide a recently flown topography plan (within 2 years). Show all proposed grading for all phases. Please note: structures must be integrated into grades in a natural fashion rather than making large scale adjustment of grades to accommodate the buildings and improvements.
- Screen all accessory equipment (move propane to a less prominent location).
- Show and label all easements.
- Clearly show and label all proposed horse-keeping uses (i.e. tack, feed, stalls, and manure storage).
- Provide pasture maintenance details (How will the pastures be maintained in a grassy condition? How will run-off be dealt with?).
- Provide Fire Department stamped plans.
